Cameroon's Statesman and Diplomat

Felix Mbayu was born on the 11th of April 1957 at Mankon,
Bamenda in the Northwest Region of Cameroon. He attended the prestigious Sacred
Heart College Mankon in Bamenda and pursued his High School studies at the
legendary Cameroon College of Arts Science and Technology CCAST Bambili in Tubah
from where he obtained the GCE A Level in 1975.
The first
stage in his rich Higher Education itinerary began with a Bachelor in Law from
the lone university; the University of Yaounde in 1979. Still in Cameroon in
1981 he obtained a Masters in International Relations from the National
Institute of International Relations, IRIC in Yaounde. In 1986 he obtained a Diploma in Public
Management from the Higher Institute of Public Management in Yaounde and a
Diploma in International Economic Transactions (UNITAR). The following year he
again obtained a Diploma in US Foreign Policy in New York. This was followed in
1991 by a Diploma in Public Management at the University of Chiba in Tokyo, Japan.
This already rich educational baggage again in 2001 saw the addition of a
Diploma in Foreign Debt Management (UNITAR)in New York.
He began his career as a civil servant at the Ministry of External
Relations (MINREX) in July 1981 where he served as a Seniour official at the
Department of International Organisations. Since then he served in many
capacities some of which include Assistant Chief of Service in charge of
Regional Organisations at the Ministry of External Relations, Chief of Service
for European Affairs and Deputy Director for American and Oceania Affaires.
From 1988 Felix
Mbayu worked as Assistant Consul at the Cameroonian Embassy in Tokyo, Japan. Between
1991 and 1997 he worked as Chargé d'Affaires
a.i. at the Cameroon Embassy in Tokyo (Japan), with competence on South Korea,
Malaysia, Indonesia and the Philippines. From 1997 to 2001 Felix Mbayu worked
as 1st Consul (No. 2) at the Permanent Delegation of Cameroon to the United
Nations (New York). He continued working at the Permanent Delegation of Cameroon
at the United Nations in different categories till 2006 when he took up duties
as Director in charge of relations with
the Commonwealth. In
2012 he was appointed Secretary General of the Ministry of External Relations. He
is Presently Minister Delegate at the Ministry of External Relations in charge
of the Common Wealth.
Other professional
activities of Felix Mbayu constitute a very rich package. Between 1999 and 2001
he was President of a group of African economic experts at the United Nations
in New York. In the year 2000
he was Chief negotiator of the
African Group on the Millennium Declaration of the United Nations in New York. In
2001 Felix Mbayu was Vice President of Economic and Finance Commission of the
UN General Assembly.
Between 2001 and 2002 he was Chief of
Cabinet at the Presidency for the Economic and Social Council of the United
Nations Organisations. The following year, he was a member of the Cameroonian
team at the Security Council of the United Nations. Within the same period he
was the facilitator on negotiations of the United Nations on the Financing of
Development initiatives in New York. He also was facilitator of negotiations on
resolutions of the United Nations Organisations on operational activities and
on International Taxation Reforms in New York.
Minister Felix Mbayu has been a member
of many Cameroonian Delegations at General Assembly of the United Nations and
at the Summit of the Commonwealth of Nations.
As a politician, he has worked in the
following capacities in the Cameroon People’s Democratic Movement CPDM Party. –
President of the Electoral Commission for Mezam IV-Bafut. –Member of the
Regional Delegation for the Northwest Region during campaigns for the
Presidential Elections in 2011 and Vice President for the Delegation to Mezam
Division during the same campaigns. – Vice President of the Communication unit
of the Central Committee of the CPDM among others.
Like every outstanding statesman, he
has received numerous decorations amongst which include, National Order of Valour,
Knight of the Cameroonian Order of valour and Officer of the French Order of
Merit.
